Al-Zakah is aimed at the highest goal of legislation, which is the establishment of alms in the community, and its importance is such that the sending of the messengers and the sending down of the books were only for the purpose of achieving this goal. Zakat is one of the most important financial obligations of the worshipers, , and it is among the most common uses in the Holy Qur'an with prayer. And the way of the prophet and the infallible imams, peace be upon them, to oblige people to pay zakat during the installation and sending of zakat collection workers or attorneys to different regions to collect zakat. According to the jurists, including Imam al-Khomaini, the al-faqih is more insightful from others in the case of almsgiving, if the Islamic government is formed and the al-faqih al-Hakim heads it, it seems that almsgiving should not be transferred to others because of its universality and obscurity.. This article wrote during the study in the sources of the library and in a descriptive analytical way derives this conclusion that zakat has a governmental status and the government as an Islamic one can require the members of the branches to pay zakat.
